An immensely useful book archive. You can find almost any book ever here.
It isn't too prone to being shut down due to having a ton of mirrors and mainly being a collection of links to other sites.

The Internet Archive
I assume if you're on Neocities you probably know of this site already. Still worth listing I feel, there's tons of stuff uplaoded here. From early versions of some games, to ass whole websites, you'll probably find something interesting here if you dig a bit.

Krita Artists
LOTS of free Krita brushes here. The site is a bit slow and cluttered though, so it might be a bit of a pain to dig through. But is generally worth it.

Vg Resource
A fairly comprehensive collection of ripped game assets. Well, at least the Spriters Resource is. The rest of the sites are a tad lacking at times, or are just poorly organized. I'm looking at you, Xrd SIGN sound resource page. (Rant incoming.) Fucking, not naming the different collections of character sounds different things. Why are all the Bedman sounds in ZIPs with just the name "PC Computer - Guilty Gear Xrd -SIGN- - Bedman.zip"? Yeah, cool, really descriptive and totally not confusing when I'm trying to download all of them and my browser keeps telling me I already downloaded them. (Rant over.)

Krita
A legitimately amazing FREE piece of drawing software. Can do most of the things that ClipStudioPaint can do, as well as some extra stuff. It has a really good seamless pattern mode.

MyPaint
Another very good free piece of drawing software. A tad more limited than Krita, but it has an infinate canvas which makes it genuinely amazing for doing concept art.

CubeUpload
Good free image hosting site. Very simple to use, although it does require you to sign up to use and has a 5mb size limit. If you don't wanna sign up for anything before you upload, or need to upload a picture bigger than 5mbs, I recommend using CatBox. Although, I heard that CatBox is blocked in some places. So that's something to keep in mind.
